Definition
Value Engineering (VE) is a function-oriented, systematic team approach that analyses the functions of components, systems, or services and seeks alternatives that deliver the required function at lower lifecycle cost without compromising performance, safety, or quality.
History
Developed by Lawrence Miles at General Electric during World War II material shortages and formalised by the U.S. Department of Defence and SAVE International. Mandatory on most U.S. federal infrastructure projects under Public Law 104-106.
Applications
VE workshops are routinely held at the end of conceptual design, again at 30% design, and during construction when significant cost overruns appear. Returns of 10–25x the workshop cost are typical when applied early.
Common Mistakes
- Confusing value engineering with cost cutting — VE preserves function, cost cutting often does not.
- Running VE after design freeze when changes become expensive.
