Definition

Stakeholder Engagement is the structured process of identifying parties with an interest in or influence over the project, analysing their expectations and power, planning communications and relationship strategy, and executing the plan throughout the project lifecycle. It is the discipline by which projects convert latent opposition into active support, indifference into informed approval, and chaotic communication into managed dialogue.

The stakeholder universe is larger than most project teams initially imagine: client and sponsor, end users, operators, regulators, neighbours, financiers, suppliers, contractors, internal departments, media, and politicians can all be stakeholders. Failing to identify a powerful stakeholder until they object is the most common — and most expensive — engagement failure.

Modern stakeholder management traces to Edward Freeman's 1984 book Strategic Management: A Stakeholder Approach, which formalised the concept in business strategy.   • Low power, high interest — Keep informed. End users, neighbouring communities.

The grid is imperfect — power and interest change, attitude is missing as a dimension — but it imposes useful structure on engagement strategy. More sophisticated variants add attitude (advocate, neutral, opponent) as a third dimension.

  • Map before you message. Communications without analysis is broadcast, not engagement.
