Recovering a 220 kV Substation Project from 14 Weeks of Slippage
How an integrated project controls intervention recovered 11 of 14 weeks lost on a substation project without contractual claim.
A 220/132 kV greenfield substation in the Middle East was tracking 14 weeks behind sanctioned commissioning at month 11 of an 18-month schedule. Civil works were 89% complete but GIS installation had not started due to fabrication delay. The owner engaged an independent project controls team to design a recovery plan.
Diagnosis
A DCMA 14-point assessment of the contractor's schedule returned a 41% missing-logic ratio and a critical-path test failure. The reported critical path ran through low-impact civil finishing while the true longest path ran through GIS commissioning sequencing.
Intervention
The team rebuilt the Level 3 schedule, re-sequenced GIS bay installation to a parallel rather than serial pattern, accelerated the protection & control panel factory acceptance testing, and introduced a 6-week look-ahead at site coordination meetings.
Outcome
Final delay reduced from 14 to 3 weeks. CPI recovered from 0.84 to 0.97 over five reporting periods. No claim was filed; trust between owner and contractor improved measurably.
