Rolling Out EVM on a 1 GW Combined-Cycle Power Plant
An ANSI/EIA-748-compliant EVM system implemented from sanction through commissioning on a $1.1bn power plant.
An EPC contractor on a 1 GW combined-cycle plant adopted full EVM from sanction. The system covered 38 control accounts and produced monthly performance reports for lender drawdowns.
Approach
Cost accounts were structured to match the WBS-OBS intersection; progress measurement techniques were assigned per package (units-complete for piping, weighted milestones for engineering, level-of-effort for project management). CPI and SPI were reported alongside EAC ranges from three independent methods.
Result
Final cost landed within 2.3% of sanctioned budget; final completion within 11 days of sanctioned date — far better than the regional capital-project benchmark.
